Honestly we had a very similar experience for both the Venusaur and Charizard box set. Not sure if they intentionally boosted the ex ratio but it does feel more like when ex's first came out and there was virtually one in every other pack. Either way these seem more consistent than even then. We ironically pulled double Charizards of that exact same card as well.
