This is definitely not safe. However there may be several reasons why this is being done. They ARE NOT good ones in the face of the danger present though.. What is the unlashing crew structure? --- if there is only one person the method seen is the most efficient as opposed to unlashing one whole side of twistlocks then the whole other side. The crane operator would have to wait until both sides are completed before discharging. What is the condition of the twist locks? --- the Cooper may have had to ascend the containers to remedy a malfunctioning twistlock and then remain on the height in case other twist locks may have malfunctioned during the remaining discharge; this still doesn't explain why he seems to be unlocking each twist lock. Complacency--- that word says it all as far as I am concerned.

Absolutely horrifying to see this being done. Why not use the crib to have a person unlock the twisties. Or maybe do it from the deck. Having a person working so close and under the QC and containers is begging for trouble.

The most stupid and dangerous thing i have seen . The containers are only 2 high on the skin, why is he risking his life when he can walk on the lid and unlock them? He has a long pole and should never be on the cans
