I've played for about 15 days now got it from the VIP box just today. I think it's worth spending on the battle pass once and then never again. It gives 9 VIP boxes, 29 shifter blueprints (the best), 2600 credits, 100 tokens (equivalent to 12 shifter blueprints so 41 in total) and a bunch of other smaller things. Worth the small short term investment

Yes, your plan is good. Complete till tier 7 and then you can purchase the premium pass, it will automatically unlock the next three tiers.
