To answer the question you asked, the bunker is supposed to be a bomb shelter, or just some sort of a shelter - as evident by the direction signs which spell "←В убежище" - "←Shelter" along with blast doors.

As someone who owns a Maska 1sch Helmet, you can ADS the AK iron sights are still visible with the visor down, so using anything higher mounted than the irons just makes it easier 😁 great video as always, makes me want to jump back on to Tarkov and get my ass kicked 😆
