Congress isn't a law enforcement agency. You need the DOJ to bring federal charges, and do you see Biden's DOJ bringing charges? The only legal powers Congress has is to subpoena people as witnesses to a Congressional hearing or impeachment of an executive branch official or judge. And that requires a vote of two thirds of the Senate to convict the impeached person to remove them from office. But they cannot bring criminal charges.
