I used: Shutdown immediate; startup mount; alter system enable restricted session; alter system set job_queue_processes=0; alter database open; ALTER DATABASE CHARACTER SET INTERNAL_USE UTF8; ALTER DATABASE CHARACTER SET INTERNAL_USE AL32UTF8; alter system disable restricted session;

My Installation is Local on Win10 64bit OS. Database is 19C, but i get this message "The selected database is more recent than the supported list of certified databases for this version of Oracle Fusion Middleware. For the most recent list of certified databases, refer to the Supported System Configurations information on the Oracle Technology Network." On 3rd Step. Lastly my Service name is ORCL. I check this with scripts and in Services of OS.
