What is the role, admin role or privileges' are required to do this migration

Thank you! informative with detailed steps. Migrating multiple value sets by adding comma separated list in manage setup content does not appear to work though. The list shows in the configuration package but the export object and the import migrated only one value set.

You are right, i can not upload more than one value set. Did you find workaround for it?
