What I remember about the rise of an independent New Vegas is how quiet it was. During the waning hours of the battle of the Mojave the courier discreetly ordered a part of the securitron army back to the strip, I imagine the courier might of had some doubts maybe some second thoughts but non of that mattered in the end cuz nothing came of any of it. With the fall of the legion and the elimination of the NCR troops. The courier rise to power was complete, the presence of the securitron army let the Mojave know that the days of the republic were over, the courier was establishing a new era, an era of order and peace. within months the securitron army had gained a reputation of being the courier's iron fist, and once the they had finished repairs on the Archimedes 2 it soon became their favourite toy. I don't hear much of the courier doing things personally anymore, I imagine he just sits at the top of the lucky 38 knowing that his plan so complete that there is nothing left to do but look out at, an independent Mojave and know that he did his work well, that he did it all for the Mojave.

She said "i know what you did" and walked away. I decided to pull out gehenna and fight her. She put up one hell of a fight because I thought using anything in this battle would be dishonorable. Eventually she died and I just kinda left her there for the rest of the game. For some reason she didn't despawn so I just had a dead body in the hall and couldn't do shit. Eventually I thought I could extort mr house but I opened his pod and he freaked out. Then I freaked out. Then he said I doomed the Mojave. So I offered to put him back and he said "NO. GERMS" so I went to the terminal to clean the pod. It electrocuted him. The terminal said there was a CHANCE that it would kill him. I had previously assassinated Caesar with the stealth and precision of an automatic sniper rifle wit mag dump fingers. Also I kinda launched a mini nuke in the ncr mansion or whatever it was called. Needless to say I was accidentally independent new vegas. So uhhh Execute order 66

you're right, its the only one in which the courier tries to build a new nation. but ulysses' grand plan originally, before persuaded, was to bomb the long 15, and have the courier watch as his new home, vegas, is destroyed by either caesar or a lack of incoming ncr customers/money. if its a legion-sided courier, ulysses' plan stays the same because he predicts you will still watch your home and tribe be destroyed after they take vegas. he, joshua graham, and basically everyone sees plain as day the legion dies after caesar, no matter who wins vegas. plus, ulysses is the best character I could think of that seems the most familiar/closest to the courier based on his dialogue. after all he does feel incredibly betrayed that you brought the codes that destroyed the divide/his former home, after you built it in the first place (at least in his eyes) so to me he matched obi-wan the best.

Then, if you pass a 50 explosives check you can then let him know how to deactivate them stating that they hadn't figured out how to disarm them as "We were too busy throwing ourselves to the ground to figure that out" The link is a bit more contentious tbh, but the NCR seems to use explosive traps against the Legion relatively often. While not the plastic explosives it does have a bit of a connection.
