Referee charges for a foul committed. Stellies players respect referee's dicision and stop the action play. While the referee and Stellies players attends the fouled player who is still down. This is not a comparison of free kick and throw-in, it's an overlook on the ref's blind eye to occurrences in the game which both teams "Benefitted" from. The main point is, with the guide of the rules, there were infringements on both occurrences, which the ref failed to pick up. Simple.
