Thats because Saratobi aka The Third Hokage trained Lord Orochimaru from a young age along with Lord Jariya and Lady Tsunade.. Saratobi knew Lord Orochimaru became evil after Minato became the fourth Hokage and he didnt.. Saratobi couldnt bring himself to kill his former studient and let him escape from The Leaf Village and it broke his heart when he saw him leading a joint attack against The Leaf Village and still couldnt kill his beloved studient

You know what, fuck it. Ororchimaru is still hands down one of the best villains next to Madara the series has ever had! This dude invented immortality only a level that was only ever beat by the literal INTER-DIMENSIONAL SPACE ALIEN GODS themselves who were the progenitors of chakra and jutsu itself, who themselves were probably only implemented in the series as a retcon to deal with Madara and to create a spin off. So if anything, the writing behind the Ootsusuki was using Orochimaru as inspiration. I say he accomplished his goal at the end. He discovered that everything he devoted himself to turned out to be true. The motherfucker was re-creating god.
