The comparison for multimeter and oscilloscope is not entirely correct. In fact, you can measure the current using an oscilloscope without an expensive current probe using a shunt resistor (just like the mechanism used by a multimeter). Of course this requires a ohm's law calculation to calculate the voltage, but modern oscilloscopes already have functions to set the reading to amperes. Similarly resistance and capacitance can also be measured indirectly, in fact the used oscilloscope that I have Beckman Industrial 9020 20Mhz, comes with a COMP Test, which can test diodes and resistors/continuity, by generating the IV characteristic waveform.
