Actually, I consider him the main antagonist while Thrax is the main villain. There is a difference, you know. They may both oppose the protagonist because Ozzy is in their way, but the Mayor interacts with Ozzy more because it's rather personal while Thrax only aims to kill Frank, risking 75 trillion cells in the process. And Thrax mentioned only 3 people he killed. He might've killed more than said 3. He's a force to be reckoned with. The Mayor did ignore Thrax's presence and laughs it off, risking Frank in further danger, so as a mayor, he could've done something to stop Thrax and eject him from Frank. But he chose not to because he's worried about his re-election. In summation: Thrax caused more harm to Frank, essentially making the stakes and danger, but the Mayor kept antagonizing Ozzy because he deemed him one of the major threats to his re-election.

We will be spending time with the Town of Shane. She’ll be growing into a city soon, and need to a plan of action to have the “talk” with her down the road. I plan on getting Frank and Shane on a hiking trip to get us moving. Remember, if we let Shane down, we let ourselves down. We’ll need Frank to improve our bond with her. City council and public vote may determine if Frank should have a new partner city to raise Shane. I don’t want another disaster of the policies under Phlegming Speaking of which I have been informed he has been sentenced to life long janitorial duty in the Bowles for his blatant corruption and negligence which nearly took out everyone. Yeah the movie was great and the tv spin-off was good too. Osmosis has years of knowledge of all the bad decisions made by the city of frank now he’s in a young and fresh body that he can act as a good health guide. I wish they could've included a news montage showing Phlegmming facing scandal over Thrax's presence and the fatal fever, how it resulted in him resigning in disgrace, getting impeached and removed, or losing the election in a landslide, finding he has no prospects for work other than janitorial services, and Colonic taking office with his new healthy agenda. I also wish the animated scene after Frank eats the carrot was longer, showing how his body and everyone in it is faring with Colonic in office and how his healthy agenda is slowly but surely improving things, plus how Ozzy and Drix are continuing to keep him in shape, and how Leah is doing in her and Ozzy's relationship and working for the new administration, then it shows one of Phlegmming's old campaign posters defaced with graffiti, and then Phlegmming himself miserable at his new job in the bowels and... as they say the rest is history.

The odd part about this ending is that even though Frank becomes a healthy guy, in the TV show he goes right back to being lazy again. In the first episode Frank goes back to being a junk food attic again. Not to mention becomes a lot fatter and even more lazy. I guess they didn't help him enough.
