"This is a weird character", that's an understatement. Although it seems Hisoka VA's appear to really enjoy playing him. Brendan Hunter has even voiced some youtube abridged parodies. Togashi describes him as whimsical, which seems fitting.

YoodiHoshi I'm sure he means Togashi. "Whimsical" brings to mind an interview I read with the guy, in which he mentioned the card suit symbols that often follow Hisoka talking in a speech bubble. A heart obviously suggests affection, but the other three suits are chosen, well, whimsically. Togashi didn't seem able to explain it in plain speech beyond that.
