Not exactly. She knows that if Snow left, Snow would feel the guilt of leaving her subjects under the reign of a tyrant who would probably kill them all off eventually. And allowing your enemy to live in anguish is one of the best ways to get even.

Maybe I missed something or have forgotten; but did Regina ever kill anyone who wasn't involved in her pursuit of Snow? I mean just killed a random person with no reason at all. If snow had taken the deal would anybody be at risk in the long run? I know she killed whole villages to find Snow but those were place she was getting help from right.

+cheshirekirby An interesting question. Of course, we haven't really seen a lot of her time as the Evil Queen that didn't relate to the curse or Snow in some way. Although, she did crush the heart of that student Rumple was teaching - in order to prove her point to him that she was dedicated to learning magic. I imagine she has killed others, but not entirely "with no reason at all", just not justified ones.

Yes. She killed a random man in a bar and made Hook kills his father. She also killed Grahem in storybrooke. Also don't forget she killed the Groome that got married on her lands.

catia miles Actually not true. Snow wouldn't be crowned Queen until Regina either abdicated the throne or died. When Regina married the King, she was Queen Consort, meaning she was simply the wife of the King. But after she killed the King she became Queen Regnant, meaning she became the sole monarch and she had all the powers of the King. And as laws apply, Regina remains Queen until death or she abdicates the throne.
