Despite how Regina may have felt about Zelena, she did not not want to inflict upon Robin the fact that her mother was killed by her cousin's mother while her aunt (Regina) stood by and did nothing, thus perpetuating the cycle of the Mills women being victims of their own evil. As evil or "wicked" as Zelena was, she did not deserve to be the anchor of all the evil of the Excalibur's darkness in order to set both Hook and Emma free. In short, two wrongs don't make a right.

well, the creators and writers have said that they only mean for it to be a friendship, not a romance. But a lot of fans like to see it as a romance. When it comes to shipping, it's all about your own personal perspective. If you only see them as a friendship, then ship them as a friendship. If you see a pair of characters as having romantic chemistry, then ship them romantically. Nothing is official when it comes to shipping. It's all about how you see the characters' relationships.
