For the loaves that didn’t rise in the cold, I do the oven trick. I turn it on to the lowest temp and the. Then it off and let out most of the heat. Then put the loaves in there to rise. It’ll be a fast rise so it wont be perfect but it works.

When my starter isn’t super active, I will feed it with half whole wheat and half all purpose flour and the whole wheat usually helps get it a lot more active. You could try that!
