Just for the record Elisha, that is not cement, it is concrete. Cement is the wet mixture before it sets and becomes concrete.

Actually... As someone who works with that stuff... Elisha is correct, on a technicality, and your second sentence is pretty wide of the mark. Cement is the _binding agent_ that holds concrete together, when activated by water (there are other options for the binding agent, but those are far less commonly used). Concrete is a binding agent, aggregate of various sizes (typically sand and gravel in various proportions and various sizes), and admixtures (chemicals that alter the behavior of the concrete while working with it). Most of the time that binding agent is cement, so a dry concrete mix like you'd buy at the store in a bag will have cement, sand, gravel, and any dry admixtures needed for that specific job. Add water in the right ratio to activate the cement, and it's now wet concrete. Let it set, and it's set concrete (and generally referred to as just concrete). And then you add in regional slang to the mix; some areas call concrete cement just because. The technicality? It's a pretty good bet that said concrete is full of cement in some ratio.
