when there is rain the birds that feed themselves mostly with bugs will usually fly a lot lower, because bugs will fly a lot lower in the sky because of the high or low pressure systems (always get those 2 mixed up), and since their prey or food is flying lower, the birds will have to as well... so usually right before or after a good rain storm is your best bet to watch for birds you would otherwise not be able to see so well as they fly too high
