If a player we submitted didn't get selected, do we have to resubmit for him (or another created international free agent) to be eligible again next off-season or does he automatically carry over to the next off-season and is eligible to be signed?

You just have to edit existing players… I do it in my franchises too. I just find 18 year olds from the past draft and edit them to create their own storyline
