Just an idea but I think Silver Surfer's wrap wasn't released due to the Paradise season (Chapter 3 Season 4) and the Chrome Splash. Placing the wrap on vehicles would look too similar to when they've been Chrome Splashed.

Along with just about everyone, T5G got the Battlepass exclusivity change wrong. It means that when NEXT season is over, in 18 months items from NEXT season, and NEXT SEASON ALONE can release.
