I think it's not allowed because the corrupt Pashupati bikas kosh and concerned authorities want to hide the fact that lots of statues and sculptures there were modified and stolen/sold in planned way. Tourists have went inside and painted/sketched the temple premises 300 years ago. There wasn't and shouldn't be such restrictions. But if they allow filming now then people and media can easily track what changed and figure out what statues they sold to foreign art collectors

Pashupati area was vibrant Newari ancient city just like Bhaktapur but now they've limited it to just a temple. Before whole community, festival, jatras, etc unique to that area used to happen but it's all disappeared or disappearing now. Just like in other Newari towns, Buddhist temple and Hindu temples are always built side by side. There were lots of small Buddhist stupas, shrines, temples and statues in Pashupati area but they are now all destroyed, stolen or converted to Hindu forms and now it's only known as big Hindu temple but nothing about Buddhism is publicized. Banning pictures and videos inside has helped them to restrict public, historians and archaeologists to research more deeply about it's importance in Buddhism and even in Kirat religion as it was major religious site for Kirat dynasty kings and people

Chandan on your forehead could be put from within Pashupatinath temple premises. So mentioned Chandan is first offered to the god. You didn't enter shaktipeet Guheshwori Temple on the way to Bouddha before crossing bagmati River.

I will tell you why, because momo which is a variant of dumpling is seen as a singular piece… so like we say dumplings, rotis, chapatis, beans, curries, pulses etc., similarly we call it momos when it’s more than one. Us ( specifically Delhiites ) are so used to calling it momos as this is what we have been calling it since forever, even wikipedia says momos is plural of momo… now this was the answer to your why? However I know and understand that People from Nepal don’t appreciate it when we call it momos and even though I don’t know or understand the reason of the same, I know it hurts some people’s sentiments and hence we tried our level best to call it momo. We respect the sentiments of the locals. Hope that answers your question!! No matter what you call it, we just absolutely lovee itt ( be it momo or momos) Cheers!
