There's a road that's very similar to the one in the photo, it's called Al Qudra Road. You probably won't be able to get the Burj in the background, but it is a long empty road with dunes on both sides and without those electricity structures. These types of roads are probably easier to find in desert-y areas like Al Qudra rather than the Downtown area, and there's many similar ones. The only time you might actually be able to get a glimpse of the Burj in the background is on a clear day, which is a very rare occasion here :D Hope this helps
