The failings of the NIA is mainly premised on ethics and morality, not lack of qualifications. It's about choosing between good and evil, fearing or being conscious of Allah(swt). Yes, education and training helps you to be able to use investigative/interrogation skills in order to get answers. But torture is not a tool for uneducated operatives, it is a tool for EVIL people, period!
