Er, not so. Here in the U.K. an Italian company got the contract to improve a major Scottish road. It's all about quotes. It is highly likely that the Chinese gave a favourable loan for the job, but a Chinese company had to do the work. These loans are how China ensnares countries. The terms of the loans are kept very secret. The fun of the Scottish road and the Italian company was that after some delays the Italian construction company had to get Scottish road engineers in as they had no experience of building roads with incessant rain and mud.

Normally how road and belt works is Chinese give bribes to certain government officials who then take huge loan from China and use it to pay Chinese companies to build stuff nobody wants or needs. Then the government can't repay the huge loan and in return loses part of the sovereignty, with Chinese taking part of the land as a payback, like a port or other strategically important location. That's a win-win situation: Chinese government gets strategic advantage and a vassal, while Chinese company earns nice profit. Wait, where's the country that ordered the construction in this win-win situation you ask? Touché.

You can be mad at the Chinese Co. for this, but the failure was with the Institute for the protection of cultural monuments. Even had they required the construction company to do it. They should've supervised it at a minimum.
