Root is stronger than tomoe, even if tomoe got a lot stronger than before, root still has the upper hand in combat and has more techniques/spells and experience since it is the first greater dragon ever. But Makoto already surpassed root in terms of mana capacity, potential, attack power and physical capabilities. Root has way more experience and other techniques/spells, but it falls short to Makoto durability, resistance and AP. But yeah, if you thought Root was a pervert in the episode, just read the manga chapters he appeared and you will see all comments that didn’t make it into the anime
