If I'm being honest, most of the villains do. Overwatch cinematics are great yes but the lore will do them more justice than anything you see on screen because overwatch has been set up to not show the characters be who they are. You wont see reaper killing people like the monster he now is, you wont see Moira twisting people into disturbing nightmares (despite this being heavily implied to happen) and you wont see Ramattra leading a war that involves human deaths left and right despite that being what he is doing. No comment about widow and doomfist because nobody they kill would be without serious damage and they do kill. Anything of this sort will be off screen, censored or made to appear far less extreme than it really is.
