All old shops were gone by about 1980 and the flats in the distance went in about 1997

The photo is looking towards Dudley - the bus enters the street by coming over the canal bridge and travels along Owen Street towards the level crossing.

I remember that when it was brand new and bought by Wolverhampton Corporation Transport.

The bus is traveling towards the level crossing. The bus is starting, in the video, from the Dudley end (canal bridge) of Owen Street.

They also built a job centre and the Tipton and Coseley building society further up on the right in the early 1990s

I agree. To see this town so active is like seeing a dead person's previous movements. These days Owen Street isn't a very welcoming place, even in the daytime. There's been a long-standing problem with crime and anti-social behaviour - no thanks to Tipton’s police station being shut during certain hours.

Looks like it might be Bell Street, just off the island, although I'm not entirely sure. There's nothing left of the flats these days, its mostly a built-up housing estate and a few factory units. The island is still there, along with the nearby paper-shop and snooker hall.

@tonupjohnny The original ii 8mm cine film, so not good quality to start off with. Was transferred to VHS video tape in 1980's then from VHS tape to computer some years ago.
