putting the same line into the sites .conf file below /etc/apache2/sites-available does the job for me. As opposed to editing default-ssl.conf

Debian Stretch apache 2 2.4.29-1ubuntu4.11 owncloud 4.3.1 The advices do not work for me regarding "enabling HSTS" - Admin/Settings/General -> the message about Strict Transport Security is still there.

Perfect! I kept trying to add the line to nextcloud.conf and kept getting the error. This worked for me adding to default-ssl.conf.
