On April 3, 1940, NKVD units began the systematic murder of officers and members of other elites. The assassination was initiated by then NKVD chief Lavrenti Beria. A month earlier, Beria had sent a letter to the Politburo, the governing body of the Soviet Union. In it he proposed the secret shooting of more than 25,000 prisoners of war, mostly from Poland, without any trial. These people are "declared and hopeless enemies of Soviet power," Beria wrote. The Politburo headed by Joseph Stalin endorsed the proposal in writing on March 5 of that year. Almost 22,000 Poles fell victim to the mass murder over the next six weeks. Most of them were shot in the neck and their bodies were buried in previously dug mass graves. More than 4,000 prisoners were murdered in the Katyń Forest near the city of Smolensk (now Russia), and everyone else in at least four other locations, including Pjatikhatki near the eastern Ukrainian city of Kharkov and Kuropaty near Minsk. The NKVD commanders of the individual POW camps had all the personal files of the murdered destroyed. The beasts then as now criminals against humanity.
