What you said about the paint on Universe Prowl is actually true. According to tfwiki, it's the parts that are made out of the translucent plastic (doors, sides of his hood, roof, the front bumper) where the paint becomes sticky to touch and then begins to smear and rub off. It is presumed that it is the plastic and the colors that fail to bond with each other. Another assumption has to do with humidity and temperature play a role to his paint becoming the issue on the figure.
