If someone had a PS+ account and PT on their PS4 Hard Drive during the time SONY removed PT from their store SONY actively went onto peoples Hard Drives and removed PT from peoples consoles. That was for PS+ account holders only. If a person downloaded PT to their PS4 and did not have a PS+ account at the time SONY did not go after you, non PS+ account people got to keep PT on their PS4 Hard Drives. This is why my PS4 still has PT on it to this day and I will NEVER be a PS+ user.
