And he would make an actual final boss if you were in a game after all he is the most chaotic of the ghosts I think you can pull off every single audible move and just have a random attack pattern.

Before the ghosts were smarter than him. Now after couple of training in the maze, pac man got stronger and smarter than ever. Even he can beat them without the power pellet due to his strength. PAC man is victorious and that’s why he’s my favourite character👍👍👍
