4:00 does the dealer put the tiles in wrong order? The heads should be smaller than the legs, Bo is bigger than 9, so the Bo should be the legs?

Yes is not that hard once a person learns the power of the tile,that's what makes it interesting Very beutiful game,played this at bicycle casino and commerce casino in .ca.
