They use enamel paint with thinner which is available in range of quantities. It works well for blending bright colors.

Now this art is almost extinct, replaced by vinyl hoardings. It is loss of so many talented artists and their livelihoods. Each city had its own vernacular visual cultural identity. Now its standardized characterless digital prints. After the event, the vinyl hoarding plastic waste goes to landfills.
