It's not only in Karachi but all over Sindh and Pakistan. I had a project at Chuar Jamali, a remote corner of Sindh, where I saw children as young as 5 and 6 years old, as well as village women, consuming gutka, mawa, and other substances. Chars (hashish) and locally-made wine, known as tharra in their language, were also available. Police constables would come every week to the canal to collect bribes. The most surprising part is that the entrance to Chuar Jamali was guarded by the Coast Guard. Additionally, behind the Coast Guard headquarters, there were entire villages of prostitutes, lined up along the canal. The local MNA or MPA was someone from the Malkani family. Now, imagine what happens when poverty persists - this same situation could slowly spread to Karachi over the next 30 or 40 years.

last week i was arrested for heroin, but I didn't have any on me they asked me to do a deal before we got to the police station, I said I don't have any money I'm a poor person, when they took me to the police station, everyone they had arrested for drugs they released after receiving money, they threatened me with a 9c case, which was completely bogus, and they scammed 1 person for 4 and a half lac, and they let him go even though he was the biggest supplier in Jhelum and Dina. The whole police station was involved from constables to the SHO of the local area

When I went to Karachi university in the mid 70’s there was a Malta I guy called makku. He used to work in the canteen but he also sold drugs. He would ask everyone charas chahye.

Do you all know that the CIA is responsible for one of the biggest drug mishaps in history. The US war on drug was massive failure and Mr. Shahid Anjum is still of that belief that throw in force and you'll fix the problem. Maybe look into how europeans are dealing with this issue? Haram hai 100% but illegal karaar daynay say apki black market barkaraar rahay gi. Further research is needed before any sustainable and workable strategy can be made.
