There was no such rule that actor and singer had to be same. It was norm. There is a difference between rule and norm. Sometimes producers would manage their finances by keeping singer as actor, so that they didn't have to pay extra money for two tasks. Also, most of pre-1947 actors were basically theatre artists who would practice with harmonium and tanpura. Like Kundan Lal Saigal who was inspiration for all young singers of that time kishore, rafi, lata and mukesh, he would sing as well as act. Similarly, Hriday Nath Mangeshkar, father of Lata, was also theatre artist plus musician.
