There is no other way to get biometric, but if the person who is outside Pakistan has to send the power of attorney to authorize the person who gave a biometric in his absence. Power of attorney is made with the embassy/consulate of Pakistan in the country where the person reside. After sending power of attorney the attorney would be attested from the ministry of foreign affairs.
