I’m flying into Manila with a connecting flight to Cebu. For carry on, do they allow luggage (in overhead bin) and a backpack (under seat)? I’m confused by the rules

Miguel. you have the date as 2023 in the info ... don't forget to correct it😘. All very odd about PR5119 ... I can see a flight from Toronto to Manila and another from Edmonton to Manila, both leaving 1st April and both with the same flight number. No mention of a diversion. I am always happy when I see you have posted a new video ... thanks!
