In my opinion the Viscious assault Talent isn't on par with the other talents. I think that it would be more impactfull if the talent modified his Crouching tigron ability by enabling multiple shorter, quicker jumps(maybe 3 and removing the damage buff) in several directions like seen in the Champion cinematic (0:45). In this way the ability would be more reliable and useful, because it is harder to hit Tiberius while jumping like that, than jumping straight forward and therefore improving his escapability.

It sure is. Tiberius doesn't seem to be a dive character. Yeah, mostly plays around the enemy team but putting him inside of the enemy team is just a death for him. Also if he uses his F ability to chase and kill someone, he may killed by other enemies. So thats why i think that tallent is bad for him and should be reworked
