Can you change straps on these? I like the look nicer than the 270.

Yes its a common practice with panerai. This watch takes 26mm straps, and there are quite a few available online from alligator brown leather to a lovely black soft suede which always looks great with panerai polished cases (very comfortable to wear too). Ive owned quite a few panerai and its one of their charms - the amount of strap options they work with. I even bought a strap once from germany which was leather sourced from ww2 ammo boxes. Some wonderful options available if you look around.

I thought a 40mm Panerai would work on my 16cm wrist, looks like I have to rethink that now.

You really wouldnt be wanting a 47mm panerai, ive an 8 inch wrist as i used to play rugby a lot so i built up my arms and torso to play in second row position, 47mm looks fine on my wrists (i dont generally like huge watches but panerai have the heritage and history so its for a reason) but ideally you might want to look into some 38mm watches for a 16 cm wrist. That said 40mm should work on your wrist (its a very common size for rolex for instance and there is a good reason for that as they never mess around with weird sizes) but it would depend on the specific watch and how the lugs taper around.
