I spoke to Jeff and had a very good conversation with him. He agrees now that you had every right to be where you were, as well as doing what you were doing. He acknowledged that pressing a panic button or making a report to emergency Services is illegal.... He also admitted that he had spoken with and corrected his janitor over the procedures to deal with issues in the building. Apparently she now knows people above her need to be the ones making the call, not her.

Cops usually respond to a panic alarm with weapons in hand. That's a high priority call. Had they just called and explained what was going on is one thing, hitting a panic alarm is quite about. You are lucky that these cops were pretty chill; this could have turned out really bad!

The city manager Jeff, was actually pretty reasonable. He was cordial and respectful. The woman who hit the panic button and the janitor are a complete disaster. She should know that alarm should only be used in a true emergency, not as some sort of retaliatory device. Hopefully, she was admonished, but Jeff seemed pretty beta.

This is the first video I have seen of yours. You did a great job here. I was happy with the officers reactions to you as they were not openly hostile. The employees in that building have problems and I think should be charged with abusing the emergency system. The city manager needs to learn how to respectfully communicate with people as interrupting them repeatedly is in no way appropriate. Most panic buttons in such place are wired into 911. Pressing one when it's not warranted is equal to calling 911 when it's not warranted. Which is definitely illegal.
