Yes, they didn't qualify for that tournament. After reaching 3rd place in the World Cup 1986 a lot of French stars retired and they had to build up a complete new team. They even missed to qualify for the World Cup 1990 and had a first bigger success in 1996 by reaching the semi-final of the EURO in England.
