@ 2:55, you skipped an important step: you did not mentioned that you first Expanded the Blend BEFORE activating the Shape Builder tool!!

ah help! - when I use CTRL + D, it doesn't replicate the lines, does anyone know what I'm doing wrong?

I'm not sure you still need the solution a year after, but I still explain it in case anyone else faced the same issue Ctrl+d hotkey does not refer to specific action, it repeats the last action you did. If your last action was copying the line+moving it below the first line, ctrl+d will repeat this and create the third line with the same distance between it and the second line In your case the last action you did was probably just moving the line without copying it (maybe you copied it with ctrl+c/v before), so ctrl+d just moved the same line or smth
