if you're talking about the steering angle in the settings, that won't affect the performance of the cars, it only affect the steering rotation animation when you're in cockpit view

no it will not reset, you'll get better as you play and practice more, don't worry you're still on the early stage of the game. you can practice your tandem skill on Ghost Pursuit Campaign, or in Championship, or in online rooms with your friends if you're a premium user

1. basic drifting : basically you just need to accelerate and gain some speed, and then you turn a little and tap the handbrake to initiate the drift 2. momentum drifting : instead of using the handbrake, you're use momentum to drift, for example if you wanna drift to the right, first you turn left a little, and then turn all the way to the right 3. transition : similar to advanced drifting, use momentum to connect one drift to another with or without pulling your handbrake there are also some more advanced drifting tricks, but this should be enough if you're still learning the basics, master all these and you'll be fine. doing the first few campaigns will also help you learn. check my tutorial playlist if you need help with some technical stuffs like "how to do this/that". good luck :)
