are there any larger scale games where the player gets to plan the invasion or attack themselves that you know of? Instead of having objectives chosen for them.

Try looking at Board game geek, I am sure there are larger scale game. I though I saw somewhere that you can use a point system for each piece to create a balanced game yourself. But I can't remember where.
