@@GAYgay69yk she is poor in Musatafu because her foster parents (the Urarakas) are poor. Ochako wanted to become a hero to help both her family (financially, for her siblings and parents so that they don’t need to do everything and can have time to rest, later on for her friends too, even though her family already own a lot of money) and other people who need help. (donations and rescues, etc.) So her parents (soukoku) gave a lot of money to a couple that wanted to foster a child for a while (the Urarakas). Skk gave the Urarakas a lot of money & a foster child, inreturned the Urarakas need to take care of Ochako till she graduates at UA & they need to pretend to be poor (just not as poor like in the anime) to not make people suspicious of how they got so much money in a day.
