It's EXCEPTIONALLY hard to find this music by trying keywords related to Guile and Street Fighter. Thank god I found a forum which has linked guile's theme to this by having searched "Yoko Shimomura plagiarizing". Not that I think it was plagiarized, but I really wanted to find this song again, and that was the only way I managed to do it. A friend showed me this years ago.

Surprisingly that's mostly how music evolves throughout time. Authors make versions of versions of songs they like/are inspired by, coming up with newer versions of their own. It's kinda like the nature of how art is made, unfortunately this is a very difficult concept for most people to get since a lot of them holds a view that goes in the opposite direction (like thinking that art is "originally created from the will of the artist", something that in my experience is at best imprecise).

@KurdischerHengst7 It's definitely inspired but clearly distinguishable, asshole. People say the same thing with Ken's theme and Mighty Wings, the opening is similar and that must make the entire theme which doesn't even sound alike plagiarism.
Maybe, just maybe, it's because the Guile theme sounds very distinguishable from this.

You can definitely hear the influence, but even the really familiar bits are actually different. The majority of the song actually sounds nothing like Guile's theme bar a few sections. People can't seem to tell the difference between "similar" and "identical".
