I don't think paper cutting is dying out. I see it on Pinterest and tumblr on a regular basis. I even do it myself and I'm only nineteen. These paper cuts are gorgeous and I could only ever dream of doing paper cuts like those.

Your work is inspiring, and has brought you fame. But when you are being asked about the art form in context of your country of origin, your know is sadly lacking. Look up SANJHI ART. it is a very old tradition in India as well.
