For Sans, I think people assume he does considering the fact that Papyrus presumably does because he could taste his own spaghetti, and as for Gaster not having one, he could have lost it when he lost physicality, and (assuming that he regained physicality,) might not have got it back when he regained physicality. If he didn't regain physicality, then that gives him another excuse. As for Undyne, yes. She even states herself, after burning her house down, "Man, no wonder Papyrus sucks at cooking."
