how can you do this so the facade extrudes without rotation? and simply extrudes perpendicular to the surface they are extruded from?

You're gonna need to put some tangent on the geometry for that. And extrude it along a specific axis.

How can I export to Autodesk revit?

You can export the rhino geometry to .sat format and import that as mass in revit.
